Client Overview

The ONGC Officers Association (OOA) is a trade union registered under the Trade Union Act, 1926 (All India Registration No. G-6562), representing officers of Oil and Natural Gas Corporation Limited (ONGC). OOA is affiliated with Bharatiya Mazdoor Sangh (BMS), one of India's largest trade union federations.

In 2026, OOA needed to reconstitute its Central Executive Committee (CEC) for the June 2026 – June 2028 tenure, an election covering 13 posts — President, Vice President, General Secretary, Joint Secretary, Organising Secretary, Treasurer, and seven Administrative Committee Members — with voters spread across ONGC's work centres nationwide.

The Challenge

Coordinating a fair, verifiable election across a geographically dispersed, pan-India electorate is inherently difficult on paper ballots. OOA and BMS needed a process that could:

Authenticate voters against an official, SAP-generated OOA membership roll, with eligibility tied to subscription records up to May 2026.
Prevent duplicate voting and guarantee encrypted, tamper-proof ballot transmission.
Produce an independent audit trail and real-time result transparency for all stakeholders.
Run reliably within a compressed statutory timeline — from nomination filing to declared results in under three weeks — while handling nominations, scrutiny, and withdrawals along the way.
Stay completely clutter-free and easy to follow for officers who were voting electronically for the first time.

The Solution

OOA's Central Election Committee engaged PollBag to run the election end-to-end on a secure electronic voting platform. PollBag's team worked directly with the Chief Election Officer and Returning Officers to:

Build the verified electoral roll from OOA's membership data and manage secure, one-voter-one-vote authentication.

Voting opened at 06:00 Hrs on 22 June 2026 and closed at 23:59 Hrs on 23 June 2026, with results declared on 25 June 2026 — all on schedule against the Election Notification issued by BMS Gujarat Pradesh on 7 June 2026.

Results & Impact

All 13 CEC posts were filled through a transparent, verifiable e-voting process, with the election completed strictly within the notified schedule.
The Election Committee and OOA leadership confirmed the process ran smoothly, transparently, and free of the confusion that often accompanies large-scale union elections.
